Centre Notice: Strict Prohibition of Electric Mobility Devices (EMDs) within Centre Premises
Upon advice from the Hong Kong Police Force, and pursuant to Section 2 of the Road Traffic Ordinance (Cap. 374) of the Laws of Hong Kong, electric scooters are classified as mechanically propelled vehicles and must be registered and licensed before they can be driven on any road or private road (including footpaths). As the Government currently does not register or issue licenses for "Electric Mobility Devices" (EMDs) such as electric scooters, the use of EMDs (including electric scooters, electric skateboards, electric bicycles, etc.) on roads, footpaths, and cycle tracks may constitute an offence under the Road Traffic Ordinance (Cap. 374) and its subsidiary legislation, as well as other relevant laws.
To ensure public safety and compliance with the law, the Centre strictly prohibits any member of the public from unlawfully activating, riding, pushing, dragging, driving in any manner, or parking any "Electric Mobility Device" (EMD) within the Centre premises, with effect from today (except for medical mobility aids). Members of the public who bring such EMDs into the Centre do so at their own risk and shall bear all legal and civil liabilities during custody and carriage (including but not limited to any loss, damage, or casualties caused to the Centre, Centre staff, and service users).
For any enquiries, please feel free to contact the Centre staff or the Duty Officer at 27921762.
Thank you for your cooperation and support.
